The DCSEU is committed to working with District businesses to help residents and businesses save money and energy. Throughout each Fiscal Year, the DCSEU releases Request for Proposals (RFPs), Request for Qualifications (RFQs), and Invitations to Bid (ITBs) for contracting opportunities.

How to submit your response

Register your username.
In order to submit to the web portal, please first request a username by filling out the DCSEU Portal Account Request Form.

Submit via the Portal.
All responses must be submitted electronically via the DCSEU Contractor Web Portal at portal.dcseu.com.
