The DCSEU is committed to working with District businesses to help residents and businesses save money and energy. Throughout each Fiscal Year, the DCSEU releases Request for Proposals (RFPs), Request for Qualifications (RFQs), and Invitations to Bid (ITBs) for contracting opportunities.

MLK Library Preliminary Heating Electrification Screening Study Request for Proposals

DEADLINE: Respond by Mon, October 19th, 2026

Vermont Energy Investment Corporation (VEIC) d/b/a the District of Columbia Sustainable Energy Utility (DCSEU) is issuing this RFP seeking consulting engineering services to evaluate and provide a report on alternatives to the library’s use of the federal Heating Operations and Transmission District system, focusing on effective technologies that would maintain building functionality while electrifying the building’s heating system. This RFP is intended to be a screening-level study. The selected Bidder shall limit the level of analysis to support strategic planning and future procurement of a detailed design team. The purpose of this RFP is to enable the Owner to procure a future design team to perform detailed engineering analysis and design. This solicitation is open to Commercial Sustainability, Building Science, Engineering, Design-Build, and MEP firms that focus on or have experience with Decarbonization solutions of existing commercial facilities. The DCSEU reserves the right to include additional and/or modified terms and conditions to reflect the nature of the services to be provided under any specific subcontract.

  3. Submit your questions

    Submit any questions about the RFP to [email protected] by October 8th at 5:00pm.

  4. Gather your documents

    Create your proposal file(s) and make sure you submit your proposal with all the required documents noted in the open solicitation to ensure you only make one submission.

  5. Submit your financial solvency

    Your financial solvency documents must be submitted separately to our finance department no later than October 19th. See the RFP for more details.

  6. Submit your proposal by October 19th
