Direct Contracting with the DCSEU

The DCSEU has a host of direct contracting opportunities that contractors working in energy efficiency and renewable energy can take advantage of. As a direct contractor with the DCSEU (A DCSEU Approved Contractor), your company can provide key support implementing DCSEU programs and services to our customers within the residential (single-family and multifamily), commercial, and institutional building markets.  Service providers with skills in the electrical, HVAC, energy auditing, refrigeration management, building automation controls, building envelope, building inspection, solar installation, or other general contracting fields have pathways to direct contracting with the DCSEU. There are currently three pathways to gaining direct contracting opportunities with the DCSEU and are released to our Contracting Opportunities Page.

  • DCSEU Energy Efficiency and Support Services Request for Qualifications (RFQ) - For the bulk of services provided by the DCSEU, we solicit support from contractors through a rolling RFQ with eight different Scopes of Work (SOWs) that describe the specific set of services requested for each offering.
  • Solar for All Requests for Proposals (RFP) - Each fiscal year, with approval from the Department of Energy and Environment (DOEE), the DCSEU release two RFPs to support the development and installation of community and single-family rooftop solar pv systems that support income-qualified District residents in the Solar for All program.
  • Train Green SEICBP Instructor Request for Proposals (RFP) - Each fiscal year the DCSEU offers a rolling RFP to acquire institutions and companies to provide credentialing and certification courses to District Certified Business Enterprises (CBEs) and CBE-eligible firms.

Market-Based Opportunities

There are additional opportunities with the DCSEU where contractors and distributors can enter into an agreement with the DCSEU to provide a service to open markets within the District. These are typically offerings where you, the contractor, are certified by the DCSEU as an official service provider for a specific rebate or incentive that can be claimed by an eligible customer in the District.

  • Participating Distributor - Equipment distributors offering DCSEU midstream/point-of-purchase rebates on energy-efficient measures directly to customers (typically contractors). The DCSEU currently has participating lighting and HVAC distributors for the Instant Business Rebates (IBR) program.
  • Participating Auditor - Commercial energy auditors providing ASHRAE Level II energy audits. The DCSEU currently has participating auditors for the Commercial Energy Audit Incentive.
  • Participating Pay for Performance (P4P) Provider - Energy service companies providing retro commissioning and other building performance-based services. The DCSEU currently has participating providers through the P4P incentives.

Bring our Rebates and Incentive to your Customers

Your company can help us bring DCSEU savings to your customers and provide a more comprehensive service that can boost your business. District residents and businesses can come directly to the DCSEU to apply for available energy efficiency rebates and incentives.

These prescriptive rebates and custom incentives can typically be accessed by customers through self-service applications for the former and custom service with a DCSEU Account Manager for the latter. As a contractor, you can apply for commercial and residential prescriptive rebates on behalf of your clients or bring us a commercial project for custom incentive consideration.
