The CarbonSmart Affordability Operations (CSAO) Pilot is a voluntary program offered by the DCSEU and Post Road Foundation that allows your heat pump water heater to use energy more efficiently while supporting a cleaner, more reliable electric grid.

Participants receive a $100 activation incentive, free installation of a communications module, and access to the CarbonSmart mobile app to better understand and manage hot water energy use. Participants who demonstrate good faith participation in the Pilot may also be eligible for an additional incentive. The technology may shift when water heating occurs to times when electricity is cleaner more abundant, or potentially less expensive. Participation is voluntary, and you always remain in control of your settings.

High-Pollution Hours (Cleaner Energy Hours)

High-pollution hours are times when the electric grid is using more electricity from power plants that produce higher levels of greenhouse gas emissions. In the DC region, these periods often occur in the late afternoon and evening, typically between 4 pm and 9 pm, although the exact timing can vary. During the pilot, the DCSEU may automatically heat water during cleaner energy hours and reduce heating activity during high-pollution hours, when the electric grid relies more on energy sources with higher emissions.

Eligibility

This pilot is currently only available by invite only to District residents with qualifying heat pump water heaters through a DCSEU program or rebate. Additionally, you must:

  • Own the home where the heat pump water heater is installed.
  • Maintain active home Wi-Fi service throughout participation.
  • Have access to a smartphone or tablet.
  • Download and use the CarbonSmart mobile app.

Pilot Process

Step 1: Indicate interest and complete DCSEU Payment Authorization Form

Complete our interest and authorization form to make sure you can be paid for your $100 incentive.

Step 2: Formally enroll

After the DCSEU confirms your interest, you will be sent the CarbonSmart Pilot Consent Form by Post Road for your review and signature.

Step 3: Schedule installation

Work with the DCSEU and Post Road teams to schedule a date for installation of the communication module on your hot water heater.

Step 4: Module installation

Professional installation of communication equipment. After the install is complete, you will be eligible for the first $100 incentive.

Step 5: App setup

Download the CarbonSmart mobile app. The installer of the communications module can help you learn the app.

Step 6: Participate in the pilot period

The pilot will run through September 30, 2026, with the possibility of an extension through September 30, 2027, depending on funding availability and DCSEU approval.

Step 7: Complete a participation survey

Complete an online survey at the end of the initial pilot period.
