You’re receiving this form because your building owner has applied to the Affordable Home Electrification Program (AHEP) for multifamily buildings, administered by the DC Sustainable Energy Utility (DCSEU). Participation in this program is free for qualifying building owners and tenants.
This program helps affordable communities and homes electrify and make the switch from gas heating, water heating, cooking, and clothes drying equipment. Making the switch will help reduce emissions, increase your home’s comfort, and improve the air quality in your building. You can also build on these benefits with solar energy credits through the District's Solar for All program to keep your electricity bills manageable. To qualify your building for AHEP, the DCSEU is required to collect your permission and documentation to verify your identity, income, and current utility costs. Note that while funding for AHEP for multifamily buildings is limited for Fiscal Year 2026 (October 1, 2025 – September 30, 2025), DCSEU is continuing to accept applications and income qualify buildings. All new applications will be placed on a waitlist until further notice and will move forward as additional funding becomes available.
Your submission will be reviewed to confirm income eligibility and ensure that all required documentation has been provided. You will be notified of your eligibility status within 30 days of submission.

Step 1: Determine your household's income eligibility
You must:
- Have a total annual household income equal to or below 80% of the Area Median Income (AMI) or receive assistance from a federally approved program. See the chart and list of programs below.

Step 2: Gather all your income verification and supporting documentation
IMPORTANT
Use our Proof of Income Lookup below to make sure you know what documents to submit for the types of income you receive to qualify for DCSEU low-to-moderate income programs and services.
You will need the following documents for your application:
- A Social Security Card and government-issued ID for every household member
- Income verification documentation for each household member earning an income
*You must submit at least one of the following documents from the category dropdown for each income earner in the household along with a program application to show proof of income for your household. All proof of income verification must be accompanied by a photo ID and Social Security Card for all household residents. Please note that 1040s and 1099s are only acceptable documents for proof of self-employment income. All other tax documents, including W2s, are not acceptable for proof of income.
