Crystal McDonald

Director, Account Management & Workforce Development

Crystal has over 20 years of experience in the energy and utilities sector where she supports strategies and programs that develop sustainable communities, install clean energy technologies, and reduce greenhouse gas emissions. Prior to joining the DCSEU, she served as a policy and programs advisor at the US Department of Energy, Office of Energy Efficiency and Renewable Energy. Crystal earned a Masters in Energy and Environmental Management from The George Washington University, a B.S. in Architectural Engineering from North Carolina A&T State University, and completed the Partnership for Public Service Excellence in Government Fellows Program. During her personal time she enjoys serving her community, cheering on local sports teams, and exploring regional arts and culture events.

Cory Chimka

Account Manager, Educational Facilities

Cory Chimka is a Senior Account Manager at the DCSEU where he serves as the direct link for commercial and institutional customers to take advantage of rebates, incentives and no cost technical assistance. Through his work, Chimka helps schools, municipal buildings, and more, save money on their utility bills and become more environmental conscious. Prior to joining the DCSEU, Chimka worked for more than 10 years as an award-winning DC Public School teacher, followed by running the largest nonprofit afterschool program in the District.

Yvonne Coles

Account Manager, Hospitals and Health Care Facilities

Yvonne is a native Washingtonian with 16 years of experience working with cable/phone/internet providers. She transitioned into the hospitality industry 9 years ago at the Washington Marriott Wardman Park Hotel, working her way up from the Front Office to Group Sales, Event Planning, and finally into Catering Sales. Prior to joining the DCSEU, she served as Senior Catering Sales Manager at the Washington Hilton. Yvonne obtained her BS in Computer Science from North Carolina Agricultural and Technical State University in Greensboro, North Carolina.

Rick Fleury

Trade Ally Manager

Rick Fleury currently serves as the DCSEU's Trade Ally Manager, where he develops and maintains relationships with DC-area and national representatives for contractors, distributors, and manufacturers to help the DCSEU plan its programs and navigate the market. With a background in finance, Rick has more than 33 years of energy experience working for utilities in Arizona, Vermont, the Island of Kauai, and now Washington, DC. Before moving to the District nine years ago, he worked for Efficiency Vermont serving as Senior Program Manager – Lighting Technologies.

Leigh Harrold

Account Manager, Hotels and Retail

Leigh is a DCSEU Account Manager for retail and local businesses to help them find energy solutions and rebates. She also handles the retail stores efficient products to make sure all of the rebated lighting and appliances are being regulated. She facilitates and maintains the relationship with business and store owners to make sure DCSEU projects with us are correctly handled. Leigh came to the DCSEU with more than 2 years’ experience working in the local business sector with an internet start-up company.

Andre Javier-Barry

Account Manager

Andre helps commercial real estate companies with properties in DC reduce operating and maintenance costs and increase their tenants’ comfort by implementing energy efficiency measures, the cost of which is reduced through incentives. Andre has worked nearly 18 years in the public and private sectors with a focus on energy efficiency and electric vehicles and has worked with state and federal government agencies, energy utilities, distributors, and manufacturers. A DC resident for more than 20 years, Andre and his family relish living in this great city. Catch him riding his bicycle to work.
