The District of Columbia Sustainable Energy Utility is a new kind of utility designed to save District businesses, institutions, and households energy and money through energy efficiency.

  • The DCSEU is a one-stop resource for energy efficiency information, technical assistance, and financial support in the District.
  • The DCSEU provides an independent, third-party perspective on energy-efficient and renewable energy technologies.
  • The DCSEU offers rebates and incentives to offset the cost of energy savings projects.
  • The DCSEU educates residents and businesses across the city, designs programs that save them energy and money, and hires local workers and businesses to implement the programs.

  • The DCSEU strives to hire District residents.
  • The DCSEU allocates a portion of its annual budget to initiatives that serve low-income residents.
  • The DCSEU supports local businesses by working with Certified Business Enterprises (CBEs) qualified by the Department of Small and Local Business Development. 
  • The DCSEU is under contract to the Department of Energy & Environment (DOEE) and is funded by electric and gas ratepayers through the Sustainable Energy Trust Fund (SETF). 
  • The SETF and the DCSEU were established in the Clean and Affordable Energy Act of 2008. 
  • The DCSEU is a project of the Sustainable Energy Partnership, a team of collaborative organizations led by the Vermont Energy Investment Corporation (VEIC).

MANAGING DIRECTOR PROFILE

As Managing Director, Ted Trabue is responsible for leading the DCSEU in meeting its economic, environmental, and job creation goals. Mr. Trabue has over 30 years of experience in public affairs, most recently as Executive Director of the Green Builders Council of DC. He also served two terms as the President of the District of Columbia State Board of Education. Mr. Trabue is a fourth generation Washingtonian, and like his mother and grandmother, he attended DC public schools. He received his undergraduate degree in Economics from Dartmouth College, and a law degree from Howard University School of Law. Mr. Trabue is a member of the DC Bar and has served on the board of directors of the DC Chamber of Commerce, DC Appleseed, and the DC Building Industry Association.
